Kowel - Ukraine
The partnership agreement is an important instrument for providing direct and unbureaucratic assistance in a spirit of solidarity. Lord Mayor Uwe Conradt and Ihor Tschajka, Mayor of the city of Kowel and Chairman of the Executive Committee of the Kowel City Council, personally signed the agreement on the extended solidarity partnership between the two cities on July 17, 2023.
A corresponding agreement between the cities was signed in a video conference on June 12. The city council of the state capital approved the solidarity partnership with Kowel at its meeting on March 28 and the extension of the partnership on May 16.
1st anniversary on July 17, 2024
To mark the anniversary, Lord Mayor Uwe Conradt and Ihor Chaika, Mayor and Chairman of the Executive Committee of the Kowel City Council, met in a video conference on Tuesday, July 16, 2024.
They talked about the situation in Ukraine and the consequences for the city of Kowel. Ihor Chaika once again expressed his thanks for the support, which Mayor Conradt wants to expand further. Both have reaffirmed their willingness to exchange ideas on a regular basis.
Since the beginning of the partnership, Saarbrücken has delivered three decommissioned fire fighting vehicles and a minibus with aid packages (provided free of charge by the Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) to the twin town.
Together with Barsinghausen, GIZ packages made it possible to deliver a wheel loader and a multifunctional device at the beginning of December 2023. These were immediately put to use in Kowel for winter maintenance. In addition, private initiatives for aid deliveries are regularly supported, and this is also to be continued.

According to the agreement, both cities promote and maintain friendly relations, in particular by sending delegations to each other, enabling the citizens of both cities to meet and share their respective cultures. In addition, both cities pledge mutual assistance in the event of war, crises and disasters, particularly in the area of support for refugees.
The city councils and administrations, public institutions and businesses in both cities will be involved in implementing the partnership. Social organizations, especially young people, but also interested citizens should be involved.
“War is still raging in the middle of Europe. The destruction of the children's hospital in Kiev has once again shown us how ruthlessly and inhumanely Russia is waging this war of aggression. Ukraine therefore continues to need our unreserved solidarity. With the town twinning, we are supporting the city of Kovel in these difficult times and making a contribution to friendly cooperation in Europe across national borders,” said Conradt.
Kowel
The city of Kowel is located in the northwest of Ukraine and has around 70,000 inhabitants. It is the capital of the district of the same name in the Volyn Oblast (Volhynia). Kowel is located around 50 kilometers from the Polish border and around 100 kilometers from the border with Belarus.
The town's name is derived from the occupational name for the blacksmith; there is evidence of ironworking in the late Middle Ages. Today, the town is characterized by the engineering, food and timber industries, but above all it is an important railroad junction. The European route 373 (Lublin - Kiev), which runs through Kowel, means that the city is also important for connecting Ukraine to Poland and the West.
Kowel is already twinned with Walsrode and Barsinghausen in Lower Saxony.
